Mr. Kakayev graduated from the oil Department of the Turkmen Polytechnic Institute with a degree in "Technology and complex mechanization of oil and gas field development" in 1982. He started his career in 1983 as an engineer in the oil and gas field Development Department at the Turkmen branch of the all-Union liquefied gas Research Institute (currently Scientific Research Institute under the State Concern “Turkmengas”), where he held various positions until 1996. In 1984-1985, he studied at the specialized faculty of the Moscow Institute of oil and gas named after I. M. Gubkin on increase of extraction from reservoirs . From 1996 to 2007, he worked as the head of Department in the Ministry of oil and gas industry and mineral resources of Turkmenistan. On February 22, 2007, he was appointed as the Chairman of the state concern "Turkmengaz". From 2008 to 2016, he worked as the Director of the state Agency for management and use of hydrocarbon resources under the President of Turkmenistan. In accordance with the decree of the President of Turkmenistan, from November 6, 2015 to April 5, 2017, he served as Deputy Chairman of the Cabinet of Ministers of Turkmenistan. In accordance with the decree of the President of Turkmenistan from December 22, 2017, he was appointed as the Adviser of the President of Turkmenistan on oil and gas issues. He is the author of over 80 scientific and technical publications and technological reports, he holds 7 patents for various scientific inventions. He is the Doctor of Science. He has the following government awards: «Garaşsyz Türkmenistana bolan beyik söygüsi üçin», the medals «Watana bolan söygüsi üçin», «Gaýrat», «Türkmenistanyň Garaşsyzlygynyň 20 ýyllygyna», «Magtymguly Pyragy», «Garaşsyz, Baky Bitarap Türkmenistan», «Türkmenistanyň Garaşsyzlygynyň 25 ýyllygyna».
