Allan Phillip Mustard served as U.S. ambassador to Turkmenistan from January 2015 to June 2019, capping almost 38 years of Federal service, including 34 in the Foreign Service. Previously, Ambassador Mustard served as an agricultural officer at the U.S. embassies in Moscow, Vienna, Mexico City, and New Delhi, and at the U.S. consulate general in Istanbul, as well as in positions at the headquarters of USDA's Foreign Agricultural Service in Washington, D.C. Prior to this, Ambassador Mustard served as a social worker in Seattle resettling Soviet emigres and as a guide-interpreter on the U.S. International Communication Agency’s exhibit “Agriculture-USA” in the USSR. Ambassador Mustard holds degrees from Grays Harbor College, the University of Washington, and the University of Illinois at Urbana-Champaign, and a certificate in Russian language from Leningrad State University. He is the recipient of five Presidential Rank Awards as well as USDA’s highest award, the Distinguished Service Honor Award; USDA’s second-highest award, the Superior Honor Award, twice; the Grand Golden Medal of Merit of the Republic of Austria, the highest award Austria can bestow on a foreigner; and numerous other Department of State and USDA performance awards.
